Quality Evaluation of Official Development Assistance Provided to the Republic of Moldova

The purpose of this paper is not to assess the role or performance international financial institutions in Republic Moldova, but rather focus on a somehow insufficiently investigated topic and namely: quality evaluation official development assistance provided by donors. Several factors were considered when determining efficiency assistance: consolidation units within Ministry Finance, update electronic platform for foreign aid management, transparent donors’ policies from perspective two critical lines research field: effectiveness coherence. At same time, special emphasis was placed conceptualizing researching political conditionality imposed some donors reflecting local changes if partners achieve objective having efficient qualitative technical based dynamics use. As result conducted research, it established that high volatility weak institutional capacity have hampered efforts implement reforms supported partners, thus necessary further increase program portfolio, adjust sociopolitical, context current economic crisis.
